One in five mental health in-patients comes from a black and minority ethnic (BME) background, compared to about one in ten of the population as a whole. In January 2005, the Department of Health published a five-year action plan, Delivering Race Equality (DRE) in Mental Health Care. DRE aims to help mental health services provide care that fully meets the needs of BME patients and build stronger links with diverse communities.

As part of the Government’s intention to develop and expand the MH workforce and to help improve the care and treatment of people with a mental illness from BME communities, two pieces of guidance have already been published to help support the introduction of CDWs. The purpose of this Handbook is to provide an update on the new CDW Interim Milestone and to answer those issues that need clarification in the light of experience in introducing and developing the CDW workforce. It does not replace or supersede the earlier guidance, rather it amplifies those “nitty gritty” points of detail which have arisen in practice.

PCTs' target for recruitment of community development workers for black and minority ethnic mental health has been revised and firmer performance management arrangements put in place. The Minister of State, Duncan Selbie and Louis Appleby have written jointly to SHA chief executives to explain the change.

The purpose of the census project is to evaluate mental health and learning disability services from the perspective of black and minority ethnic people; to collect accurate information on a range of patient characteristics including ethnicity, language and religion; and to help NHS and independent healthcare organisations who provide mental health and learning disability services ensure that services are culturally relevant and appropriate.
