The Advisory Group was established by Minister of State at the Department of Health, Rosie Winterton MP, in August 2003 with the following terms of reference:
“To consider and advise the Secretary of State for Health on how best to implement the series of proposed measures to reform and modernise the NHS (Pharmaceutical Services) Regulations 1992 announced on 17 July and any other measures the Group wishes to propose, taking full account of the report of the Office of Fair Trading and subsequent responses received, to offer further advice as requested, and to complete this work by the end of 2003.”
