As the Department's Permanent Secretary, Hugh is answerable to the Secretary of State and Parliament for the way the Department is run.

Hugh's duties as Permanent Secretary include line managing the Social Care, Care Services, Equality and Human Rights, Communications, Corporate Management and Development directorates within the Department. He is also Principal Accounting Officer for the Department.

Before becoming Permanent Secretary in December 2006, Hugh was Acting Permanent Secretary at the Department of Health. Prior to that he was the Department’s Strategy and Business Development Group Director. He previously held senior management jobs in the Prison Service, the Cabinet Office and was Director for NHS workforce in the NHS Executive.
