This document sets out our intentions for local authority overview and scrutiny committees (OSCs) to represent democratically local views on the quality, performance and development of health services to local NHS bodies. The introduction of overview and scrutiny of the NHS by local government will strengthen the way public and patients views and concerns are represented. It will complement the work being done within the NHS to ensure the service is responsive to people's needs, listens to their views, and acts on their concerns. The need for external scrutiny is part of the strategy to realise the Government's ambition to create a patient-centred NHS.
