This consultation paper sets out proposals for reforming the approach to clinical negligence in the NHS. The aims of these proposals are to ensure that the emphasis of the NHS is directed at preventing harm, reducing risks and ensuring safety.

In August 2001, the CMO published a document inviting patients, NHS staff, the public and other key stakeholders to give their views on how the NHS of the future should handle clinical negligence (Call for Ideas).
