Consultation document on the draft regulations for phase 1 of the new Healthy Start initiative, that will replace the current Welfare Food Scheme. Under Healthy Start, pregnant women, breastfeeding mothers and young children in low income families will receive fixed value vouchers that they will be able to exchange for fruit and vegetables as well as milk and infant formula.

Consultation outcome
The results of this consultation were published on 20 October 2005. Phase 1 of Healthy Start began in Devon and Cornwall on 28th November 2005. National roll out is planned for autumn 2006. For more information visit the Healthy Start website at www.healthystart.nhs.uk (link at top right).
