Tackling obesity is a priority for the Government and primary care has a key role to play in the prevention and management of obesity. A comprehensive guidance on prevention and management of obesity is currently under preparation by the National Institute of Clinical Excellence (NICE) and is expected in early 2007. Pending the NICE guidance, the public health White Paper, Choosing Health, is committed to developing an obesity care pathway and a weight loss guide to support weight management in primary care.
Expanding on these commitments, the Department of Health is developing a set of interim tools to support health professionals in primary care until the definitive NICE guidance is published. As these are interim tools, and are expected to be revised in the light of NICE guidance, the Department is therefore carrying out a time limited consultation over a three week period. As required in the Cabinet Code on consultation, the time limited nature of this consultation has been agreed by the Minister for Public Health, Caroline Flint.
We are seeking comments from a wide range of stakeholders. Those stakeholders to whom we are writing to invite comments are listed in the Annex within the covering letter. Please alert us to any omissions from this list and we will be happy to alert them to the consultation.
We are grateful to those stakeholders who responded to the invitation to comment on an earlier version of the obesity care pathway. Those earlier comments have been taken into account in the changes to the current draft. The other tools are being shared with stakeholders for the first time.
To assist us in interpreting comments, we attach a template for more detailed comments. We would be grateful if you could use these forms to set out any proposed text changes, together with the rationale for the change. We will also be pleased to receive any other comments.
This deadline for responses to this consultation is 22 December 2005, however responses will be able to be accepted until 3 January 2006.
