This consultation paper advises the Local Government Association (LGA), councils with social services responsibilities, care trusts and other interested parties of the proposed changes to the system for residential care charges to be made in April 2006, and seeks their views.
The length of the consultation period reflects the routine nature of the changes and their link to annual financial cycles. The changes will be implemented from April 2006 by way of amendments to the National Assistance (Assessment of Resources) Regulations 1992. Councils will be informed of the changes through a Local Authority Circular (LAC).
