NHS ambulance trusts are the first and often the most important contact for almost six million people who call 999 each year.
Ambulance services, alongside other NHS services have changed significantly in the past decade. They are now playing an broader role in the NHS, not only providing a rapid response to 999 calls but becoming a mobile healthcare service for the NHS, to take healthcare to patients who need an emergency response, providing urgent advice or treatment to patients who are less ill, and care to those whose condition or location prevents them from travelling easily to access healthcare services.
In order to support improvements to patient care, the way that ambulance trusts are structured and managed needs to change.
The changes proposed in this consultation will help ambulance trusts to deliver a better, more responsive, more efficient service that people have a right to expect as patients and taxpayers.

A national HR framework has been issued to support employers through the 'Transforming NHS Ambulance Service' process. In addition to supporting employers, the framework will help maintain service continuity and avoid disruption in services for patients.
