After considering the points made in the responses, the decision was taken to establish the Health Protection Agency: first as a special health authority in England and Wales; and subsequently, when legislative time allows, as a non-departmental public body, which will be able to carry out a wider range of functions, including functions performed by the National Radiological Protection Board.
