Before preparing its response the UK Government invited views from a range of networks representing a diverse selection of governmental and nongovernmental agencies, as well as users of mental health services and those who care for them. The general public were able to comment through a web site that also publicised the Commission's own consultation exercise.

The UK Government is grateful for the contributions it received and considered them all before producing this response.
