NHS Funded Nursing Care and Short-Term Respite Care from 1 April 2005

Guidance on respite care is contained at paragraphs 5-6 of HSC 2001/17: LAC(2001)26 and paragraphs 26-27 of HSC 2003/006: LAC (2003)7. The following advice develops this to describe arrangements for short-term respite care in certain centres.

2. The Multiple Sclerosis Society and Vitalise (formerly known as the Winged Fellowship) both run care homes specialising in short-term respite care for the severely disabled, often some distance away from their usual residence. From April 2005, nursing care for periods of short-term respite care in the care homes below will be funded by the PCT where the care home is located rather than the PCT where the client or service user is registered. The care homes and the relevant PCTs are as follows:

Multiple Sclerosis Society Care Homes

Brambles, Horley - East Surrey PCT (managed in association with Elmbridge and Mid Surrey PCT)

Helen Ley, Leamington Spa - South Warwickshire PCT

Woodlands, York - Selby and York PCT

Vitalise Care Homes/Centres

Sandpipers, Southport - Southport and Formby PCT

Skylarks, Nottingham - Gedling PCT

Netley, Eastleigh - Eastleigh and Test Valley South PCT

Jubilee Lodge, Epping - Epping PCT

3. The administrative burdens that the previous arrangements placed on all the commissioning PCTs based on the usual responsible commissioner arrangements are disproportionate. In consequence, the allocations for 2005/06 have been increased to reflect the additional administrative burden placed on these host PCTs for making payments and for monitoring care on behalf of other PCTs and, where partnership arrangements are in place, local authorities. Other PCTs will therefore notice a slight reduction in the 2005/06 allocations previously notified to reflect the fact that they will no longer need to fund the RNCC for short-term respite care at the placements set out in paragraph 2 above.

4. This replaces the previous note covering the period from April 2004 to March 2005.
