LPS is a tool available to PCTs by which they may contract locally for provision of pharmaceutical and other services, including services not traditionally associated with pharmacy, within a single contract. Given different local priorities and needs, LPS provides PCTs with the flexibility to commission services that address specific local needs as well as general situations not covered by the national community pharmacy contractual framework.
Regulations for LPS Permanence came into force on 1 April 2006. From this date, PCTs set their own timetables for developing and commissioning LPS schemes. A full copy of the statutory instrument is available through the OPSI website:
ESPLPS arrangements came into effect on 1 April 2006. Local contracts (between provider and PCT) replace national contractual arrangements for approved essential small pharmacies.
