The first meeting of the Ministerial Industry Strategy Group (MISG), a high-level group bringing together government and pharmaceutical industry representatives, was held on 21 November 2001, as part of the follow-up to the implementation of the Pharmaceutical Industry Competitiveness Task Force (PICTF) recommendations.
The group was originally co-chaired by Health Minister Lord Philip Hunt and Tom McKillop, CEO of AstraZeneca. The Ministerial Industry Strategy Group was set up following a conclusion in the March 2001 Report of the Pharmaceutical Industry Competitiveness Task Force (PICTF) that a new high-level group be required to take the Government-Industry relationship forward at a strategic level. Paragraph 9.26 of the PICT report stated:
"The Ministerial Industry Strategy Group meets twice a year since its introduction in November 2001. Its focus is discussion of strategic issues. It considers in particular overall progress on action agreed in PICTF (and any subsequent strategic tasks/ issues identified after PICTF) and on competitiveness indicators, and sets the direction of activity. In order to reflect the structure of PICTF it will be co-chaired by the relevant DH Minister and a company Chief Executive."

It was agreed at the December 2004 MISG a process to develop a long term strategy for medicines needs to be designed to secure the provision of safe and effective medicines for patients, maintain and strengthen the UK pharmaceuticals industry within Europe, and to advance healthcare innovation with the NHS.
