The creation of NHS Foundation Trusts is a key step in public sector reform - giving greater freedoms to NHS organisations. NHS Foundation Trusts are free to deliver healthcare without direction from Whitehall. This gives them the opportunity to further develop advanced HR practices facilitating the innovative development of the workforce and the development of new ways of working with staff and others for the benefit of patients, the organisation and the wider NHS.

As independently regulated organisations delivering on national NHS standards and demonstrating financial viability, NHS Foundation Trusts are expected to be model employers. Applicants for foundation status have to demonstrate a sound track record in HR policy and practice. While NHS Foundation Trusts can develop a range of local initiatives, it is likely that over time they will build on this track record by maintaining and developing high standards of employment practice - developing new ways of recognising, acknowledging, rewarding and retaining staff.
