This guidance was developed and issued by DH following the tragic events of 11 September 2001.
Although the Government does not believe that the overall level of threat to the UK has increased beyond the heightened levels from that following the events of September 2001, the guidance has been consolidated and updated in the context of the new roles and responsibilities of Primary Care Trusts (PCTs).
