The operating framework for the NHS for 2010/11 sets out the priorities for the NHS for the year ahead to enable them to beginning their planning.
For the third year in a row, the national priorities in the operating framework remain the same, providing important stability. During 2010/11, the NHS must also continue its work to reduce local variation and eliminate poor performance.
The operating framework is underpinned by the PCT allocations as set last year, the road testing of the new tariff, and informatics planning guidance.

The 2008-2009 Operating Framework sets out the health and service priorities for the year ahead, the associated reform levers and enabling strategies, financial regime and business processes, as well as the allocations to primary care trusts for 2008-2009. As Annexes D and E of the Operating Framework, we have published a clear statement of the principles and rules governing co-operation and competition for NHS funded services, and the documentation for the new standard NHS contract for acute services. The Operating Framework is underpinned by guidance setting out the practical changes to the system next year - focusing on allocations, tariff and the new duty of joint strategic needs assessment.
