Operating framework for the NHS for 2010/11

The operating framework for the NHS for 2010/11 sets out the priorities for the NHS for the year ahead to enable them to beginning their planning.
For the third year in a row, the national priorities in the operating framework remain the same, providing important stability. During 2010/11, the NHS must also continue its work to reduce local variation and eliminate poor performance.
The operating framework is underpinned by the PCT allocations as set last year, the road testing of the new tariff, and informatics planning guidance.
The NHS in England: The operating framework for 2009/10
The operating framework 2009-2010 for the NHS in England sets out the following:
- Health and service priorities for 2009-2010: Strengthening the focus on subsidiarity whilst maintaining the 5 national priorities and the Vital Signs agreed for the 3 year CSR period 2008-2009 to 2010-2011. Patient experience is the final arbiter of success
- A system designed to deliver quality: making quality the organising principle of the NHS. The local visions set out in High Quality Care for All puts quality at the centre of all the NHS does, this focuses on the levers and incentives to further build on this, including staff engagement for the benefit of patients and the public
- The financial regime: Maintaining a framework that supports quality and innovative improvements in services within available resources. Key to this is asking the NHS to go further to ensure it makes the best use of taxpayers’ money
- The business processes: Ensuring that planning is based on locally led decision making and maintaining the emphasis on genuine partnership working at a local level with local government and other partners.
The operating framework is underpinned by the PCT allocations, the road testing of the new tariff, the Commissioning for Quality and Innovation Payment Framework, and Informatics planning guidance.
The NHS in England: the operating framework for 2008-2009
The 2008-2009 Operating Framework sets out the health and service priorities for the year ahead, the associated reform levers and enabling strategies, financial regime and business processes, as well as the allocations to primary care trusts for 2008-2009. As Annexes D and E of the Operating Framework, we have published a clear statement of the principles and rules governing co-operation and competition for NHS funded services, and the documentation for the new standard NHS contract for acute services. The Operating Framework is underpinned by guidance setting out the practical changes to the system next year - focusing on allocations, tariff and the new duty of joint strategic needs assessment.
The NHS in England: operating framework for 2007-2008
The document is designed to help local NHS staff shape services around the needs of their local communities. It explains why there is a need to continue embedding reform in 2007-2008, signalling a further shift towards building a self-improving system driven by local priorities.
Health and Social Care Standards and Planning Framework 2005-2006 to 2007-2008
This document sets out a standard-based planning framework for health and social care and standards for NHS health care to be used in planning, commissioning and delivering services. It covers the core and development standards covering NHS health care and the health and social care planning framework and targets for 2005-2008.
