The 2008-09 Operating Framework sets out the health and service priorities for the year ahead, the associated reform levers and enabling strategies, financial regime and business processes, as well as the allocations to primary care trusts for 2008-09. As Annexes D and E of the Operating Framework, we have published a clear statement of the principles and rules governing co-operation and competition for NHS funded services, and the documentation for the new standard NHS contract for acute services. The Operating Framework is underpinned by guidance setting out the practical changes to the system next year - focusing on allocations, tariff and the new duty of joint strategic needs assessment.

This Government is undertaking the largest hospital building programme in the history of the NHS. Capital expenditure has increased from around £1.1 billion in 1997-98 to around £5.5 billion in 2007-08.
