Agenda for Change is the single pay system in operation in the NHS. It applies to all directly employed NHS staff with the exception of doctors, dentists and some very senior managers.

Agenda for Change provides NHS organisations with the necessary tools to enable them to deliver the workforce changes that are needed in order to successfully implement current policy, and achieve large scale system reform.
In 2004, the Agenda for Change collective agreement was reached with the NHS unions. National roll out began in December, with pay and most terms and conditions backdated to 1 October 2004.
