Low value items may be purchased by individual business units or the Department's facilities management service providers. Larger or more complex contracts are usually let with assistance from the Procurement Policy and Advisory Unit (PPAU) or the Department's specialist buyers who deal with printing, media related products and services, information technology or research and development.

PCOE (formerly the Procurement Policy Advisory Unit - PPAU), which is part of the NHS Purchasing and Supply Agency (NHS-PASA), provides independent procurement advice to the Department of Health. PCOE comprises two Senior Procurement Managers and three Procurement Managers. All are graduate members of the Chartered Institute of Purchasing and Supply (CIPS).
