Contractual wording has been developed to provide PCTs with safeguards in relation to referrals to 'provider related parties'. The contractual wording is designed to give PCTs greater transparency over referrals and can easily be inserted into the front-end of the EAPMC Ttemplate contract after modifications to meet local requirements.
High level guidance has been developed on de-selection of bidders and provides recommendations on holding bidder debriefs at after the Invitation to Tender (ITT) stage. The guidance has template successful and unsuccessful bidder letters embedded within the document.
Template documentation has been developed to assist PCTs through the process from selecting a preferred bidder to contract award and also the mobilisation process. The documentation includes contract checklists (high level and detailed versions) corresponding directly with the EAPMC template contracts. The contract checklists identify all areas of the contract that require completion/amendments before the contract can be signed.
A mobilisation toolkit (statement of readiness) is also included, which can be used by PCTs as a checklist for tasks that should be considered before service commencement.
A new KPI 'bank' with additional features has been added to the website, including:
- additional KPIs for PCTs to choose from; and
- an extended KPI sheet to allow better data gathering and information recording, including calculations of the quarterly performance score to support the payment mechanism.
The fundamental principles of the performance management regime remain unchanged.
The Memorandum of Information has been reviewed and updated with drafting changes and reference updates.
The Pre-Qualification Questionnaire has been reviewed and updated with drafting changes, including updates to the Scheme preference wording in Section A and a new Section on Vertical Integration - Section M.
The PQQ Evaluation Plan has been reviewed and updated to include reference to the new PQQ Section M - Vertical Integration.
The ITT Volume 1 has been redrafted for general drafting improvements and now includes additional details on the ITT Evaluation process and weightings.

The Commercial Strategy, Framework and Provisions guidance paper has been updated on the EAPMC website. The recommendation for consideration to be given to multiple scheme discounts on a PCT by PCT basis has been removed.(Gateway reference 10420).
ITT Volume 2 Section 2 - Scheme Overview has been updated. Requirement for Nil Detriment has been removed to incorporate changes to the EAPMC Template Contracts (ITT volume 3) and new requirement for bidders to provide an executive summary of their Sustainable Development Strategy included.
