Published in 1999, many chapters and passages have been superseded by guidance which is available at the links below.
Chapters which are still useful in part but which are now heavily augmented by new guidance have been left for the moment (eg 'Design quality', 'Methods of financing PFI schemes').
The introduction of the new EU directive on 'Competitive Dialogue' from 31 January 2006 has meant that further chapters not currently struck out are also now superseded: these are 'Advertising the projects', 'Prequalification', 'The invitation to negotiate' and 'Evaluation and Selection' in Section 2. Note that comprehensive 'tracker' guidance on all aspects of the PFI Manual will be placed on the DH website in the near future; in the meantime the following hyperlinks facilitate access to currently available guidance that supersedes the PFI manual:
