Treasury Taskforce Technical Note 3: How to appoint and manage advisors to PFI projects

The note is the third (published September 1998) in a series of technical notes issued by the Treasury Taskforce providing practical guidance on key technical issues which arise from the implementation of the Private Finance Initiative.

It is designed to assist public sector bodies to improve procurement of the right advisory support at the right time. It is advisory, providing guidance on good practice.

It says that it should be read in conjunction with the complementary HM Treasury Procurement Group publication "Appointment of Consultants and Contractors" (Procurement Guidance No.3). This has been incorporated into the OGC Successful Delivery Toolkit Tendering process for consultancy support and the Achieving Excellence Series with detailed guidance in the "Guide to the Appointment of Consultants and Contractors".

The current EU procurement thresholds are now available on the OGC website. The note also includes a checklist of the client brief for advisors, examples of tender evaluation criteria and a scoring system along with a quality appraisal system.
