Treasury Taskforce Technical Note 6: How to manage the delivery of long term PFI contracts

This note is the sixth in a series of papers issued by the Treasury Taskforce providing practical guidance on key technical issues that arise from the implementation of the Private Finance Initiative.

The note is designed to provide generic guidance applicable to the management of PFI projects throughout their lives.  It is advisory providing guidance on good practice and is aimed at ensuring the delivery of the contracted services, dealing with performance variations and the authorisation of payments.  It advises that contract management should be integral to the procurement process and the development and delivery phases.  Reference is made to the CUP guidance note No 61: Contract Management, which has been replaced by "Principles of Service Contracts - Contract Management Guidelines" October 2002

An annex lists the skills and competencies required for contract management.

There is also guidance on performance monitoring with a reference to Chapter 9 of the Taskforce's "Standardisation of PFI Contracts".
