This publication outlines the Department of Health's methodology for costing healthcare buildings and its use in setting initial capital budgets. It explains the application of the Department's system of model Departmental Cost Allowances (DECAGs) and Equipment Cost Allowances (ECAGs) in developing proposals that both meet service need and demonstrate value for money.
