On 1 November 2004 the NHS Confederation will launch NHS Employers, the new employers' organisation for the NHS in England. NHS Employers will take over responsibility from the Department of Health (DH) for much of the NHS human resources agenda. The NHS Confederation has been involved in intensive discussions over the past six months regarding the transfer of responsibilities and, in anticipation of the launch, is publishing this Briefing on the new organisation. This Briefing covers its purpose and role, its staffing and governance structure and how the transition period will be handled.
NHS Employers, which will be a part of the NHS Confederation but with its own director, will have a staff of more than 100. Policy will be steered by an assembly of 204 employer representatives and a policy board of 22 representatives.
Elections for the assembly, which will meet twice a year, are set for mid-November.
