A regulatory impact assessment (RIA) is a short structured document which is published with regulatory proposals and new legislation. It briefly describes the issue which has given rise to a need for regulation and compares various possible options for dealing with that issue. An RIA must accompany any published new legislation (including European legislation). The Regulatory Impact Unit (RIU) at the Cabinet Office assists Government Ministers and Departments in finding the right balance between under and over-regulation.
