This letter accompanies the publication of a report which details an inspection of the services provided for people with learning disabilities by nine councils. While the inspections identified great enthusiasm for the 'Valuing People' scheme, it also found that a step-change in the quality of services would be required if the objectives of 'Valuing People' were to be met.
