This letter refers to the report of same title. The report follows the commitment in the 1998 White Paper Modernising Social Services that a review would be carried out every three years by all the relevant Chief Inspectors to ascertain how well children are being safeguarded. It draws on the findings of a wide range of inspection activity undertaken by eight Inspectorates and a joint inspection to address inter-agency arrangements for safeguarding children.
