On 4 April 2002 the Department of Health in England issued an invitation to tender, by May 2002, for the provision of cardiac surgery to English NHS patients. From July 2002, patients who have been on an NHS waiting list for a heart operation for six months were to be offered the opportunity to receive faster treatment at another hospital, perhaps elsewhere in the NHS, perhaps in the UK private sector, or perhaps elsewhere in Europe. The present exercise would identify suitable capacity for the provision of Coronary Artery Bypass Grafts (CABGs) and valve operations. It was envisaged that there would be a series of contracts for the provision of these services, which will be with NHS Trusts and potentially other stakeholders within the NHS.
