Following publication of "Shifting the Balance of Power: Securing Delivery" a review of the governance arrangements of Primary Care Trusts was undertaken. Building on the comments and advice received from representatives of Primary Care Trusts and the relevant national professional organisations, a number of significant changes have been made to maximise local flexibility in line with the general policy direction. These are summarised in this letter.
