Letter from John Bacon, Group Director - Health and Social Care Services Delivery, to Strategic Health Authorities Chief Executives about their approach to implementing 'Commissioning a Patient-led NHS'. This letter is intended to give greater clarity on what is expected in submissions due on 15 October 2005.
There are two immediate messages:
- This is an opportunity for local health economies to design the structures that they need for the future. It is very important to engage fully with local NHS and other interested parties in this option stage to ensure that people understand the need to rapidly enhance the commissioning function to balance the ongoing development of the provider side.
- It is clear that the issue of Primary Care Trusts service provision has generated considerable feedback - particularly amongst frontline staff. It is very important to separate the proper consideration of organisational structure for commissioning from decisions about the provider functions.
