Letter seeking views on a proposed framework for pay and contractual arrangements for the most senior NHS managers and asking NHS employing organisations to take all practical steps to ensure that average pay rises for 2003-04 for other senior managers, including (except in the case of three-star Trusts) any performance related pay, do not exceed 3.225% of current pay bill except where changes in job weight justify higher increases.
