This letter outlines the £130 million capital for investment in adult mental health services available from April 2006 onwards. It informs Chief Executives of the priorities for spend and the process for allocation of this money.

Nationally, the aims of this investment are to:

  • reduce reliance on police stations as a place of safety for assessment of those brought in under s136 of the Mental Health Act 1983, through the development of appropriate alternative assessment facilities supported by robust interagency agreements;
  • ensure that the number of psychiatric intensive care units (PICUs) and acute, general psychiatric low secure units (LSUs) that do not meet the published national standards is reduced by targeting money at those units least fit for purpose.
