This EL outlines proposed changes to the provisions of the Road Traffic Act and seeks immediate action under current provisions. The purpose of these changes is to increase, with immediate effect, the amount of income to NHS Trusts. The current arrangements appear to be poorly understood by the public and some members of staff and Secretary of State is therefore particularly keen that this task is approached sensitively.
