The new framework marks a major change in the approach to assessing performance in the NHS and holding it to account. It will shift the focus to provide a comprehensive view of performance - looking at health improvements, fair access to services, effective delivery of appropriate healthcare, efficiency, the patient and carer experience and the health outcomes of NHS care. The success of the new NHS will be judged on whether it can demonstrate improvements across all these areas.
