Interim Guidance on the implementation of the new NHS complaints procedure was published in October 1995 under cover of EL (95) 121. Final Guidance is now issued under cover of this letter. It refines and in some respects expands on earlier advice. The Guidance complements and supports the legal framework for the new procedure, which is contained in secondary legislation in the form of Directions and Regulations - as listed in paragraphs 3.1 and 3.2 of the Guidance.
