This FDL sets out the 1997/98 policy on Inter-Year Flexibility (IYF) including: (a) how health authorities should manage their cash to ensure that the best use is made of resources in each year; (b) the arrangements for health authorities to carry forward underspends into future years; and (c) the procedures for health authorities applying to use planned under drawings of other health authorities for repayment in the following year.
