HSC 2001/025: Care Standards Act 2000: guidance on continuing responsibilities of local authorities and health authorities following the transfer of registration and inspection to the National Care Standards Commission on 1 April 2002

The relevant sections of the Care Standards Act 2000 transferring registration and inspection to the National Care Standards Commission (NCSC) will come into force on 1 April 2002. From that date Health Authorities and local councils with social services responsibilities will no longer be responsible for the registration and inspection of private and voluntary health care and social care nor for the inspection of independent boarding schools. However, they will remain purchasers and providers of services regulated by the Commission. In these roles there will be a need for Health Authorities (and where appropriate the succeeding Primary Care Trust) and local authorities to agree certain local protocols and procedures with the NCSC. This Circular sets out where protocols and procedures will be required, and identifies all guidance relating to existing local authority and Health Authority responsibilities which will no longer apply from 1 April 2002.
