Attached to this Circular is a detailed Transition Plan setting out the roles and responsibilities of current regulatory authorities, the National Care Standards Commission and the Department of Health in the transfer of the health and social care regulatory system to the National Care Standards Commission with effect from 1 April 2002. This Circular gives guidance to local authorities and Health Authorities as to the key actions that should be taken in accordance with the arrangements as set out in the Transition Plan in order to ensure a smooth and safe transfer of the regulatory services to the Commission.
