This circular accompanies the good practice guide 'Doubly Disabled' which will help NHS managers and staff improve their awareness of, and response to, the needs of disabled people. With the implementation of Section 21 of the Disability Discrimination Act 1995 (DDA) from October 1999 it will be essential for service providers to ensure that they have taken reasonable steps to ensure that services are not impossible or unreasonably difficult for disabled people to use.
