This purpose of this circular is to provide further guidance for Health Authorities on medium-term GMS workforce planning activity and to expand on the short-term action which Health Authorities are asked to take on GMS workforce planning, and explain how this links with plans for Personal Medical Services pilots under the provisions of the NHS (Primary Care) Act.
