This circular gives specific guidance to local authorities on planning services for adults with learning disabilities (mental handicap). It complements and reinforces the general guidance on developing community care set out in Community Care - the Next Decade and Beyond. Guidance on services for children with learning disabilities is contained in Children with Disabilities: volume 6 of the Children Act series of guidance and regulations. Guidance on the role of the NHS in providing services for this client group is contained in HSG(92)42.
