The guidance in this circular is relevant to all local social services staff and requires specific actions to be taken such as identifying and keeping records on deafblind people in catchment areas.
This LAC was cancelled on 28 February 2006. In the Chief Executive's Bulletin on 16 February 2006, DH confirmed that it would not be reissued, but we would expect councils to continue to apply the principles of good practice that were enshrined in the guidance.
