In 2004-05 CAMHS funding to councils will be increased substantially to reflect the Government's continuing commitment to radically improve the overall level of provision. The total 2004-05 CAMHS Grant is £67M. Of this £60.5M is allocated directly to councils using the children's Formula Spending Share (FSS). The balance is used to fund specific projects and central initiatives as set out in paragraph 11. The £60.5M payable direct to councils (the 'core' grant) represents an increase of about £16M above the amount allocated for 2003-04. This circular sets out the conditions attached to the core CAMHS Grant, and the individual councils' allocations.
Although many of the Department of Health's Children and Families functions have transferred to the Department for Education and Skills (DfES), these circulars will continue to be issued in the Local Authority Circular (LAC) series for the foreseeable future.
