This letter sets out the arrangements for the funding of local authorities most affected by the recent Hillingdon Judgment on the status of unaccompanied asylum seeking children, to assist in meeting the costs of supporting additional numbers of ('former relevant') children under the provisions of the Children (Leaving Care) Act 2000. The grant is to be paid under Section 31 of the Local Government Act 2003.
Although many of the Department of Health's Children and Families functions have transferred to the Department for Education and Skills (DfES), these circulars will continue to be issued in the Local Authority Circular (LAC) series for the foreseeable future.
