The purpose of this circular is to provide guidance on the administration and conditions attached to the mental health grant (MHG) for councils with social service responsibilities (CSSRs) in 2004-05. This guidance is aimed primarily at those CSSRs rated zero, one and two stars under the Department of Health's performance ratings system. Three star CSSRs and those two star CSSRs where the authority has been rated excellent under the comprehensive performance assessment (CPA) will need to pay particular attention to the 'Grant Freedoms' section. The MHG will be paid under section 31 of the Local Government Act 2003.
This LAC has now been superseded by LAC (2005)11.
