Attached to this circular is the determination made under Section 93 of the Local Government Act, as amended by Section 136 of the Adoption and Children Act 2002, for the Children's Trust Pathfinder Projects Grant for the financial year 2003-04. The grant is payable to authorities that have been selected as Children's Trust pathfinders and is for the purpose of supporting the establishment of a Children's Trust. The determination sets out the conditions for receipt of the Children's Trust Pathfinders Project Grant which apply to all authorities that are not excellent or 3 star social services authorities. Excellent and 3 star social services authorities are constrained in the use of the grant only to the extent that Section 93 grants must be spent on welfare services. Detailed conditions do not apply.
Although many of the Department of Health's Children and Families functions have transferred to the Department for Education and Skills (DfES), these circulars will continue to be issued in the Local Authority Circular (LAC) series for the foreseeable future.
