This circular is being issued to notify local authorities, voluntary adoption agencies and independent fostering agencies that the Sexual Offences Act 2003 (the Act) came into force on 1 May 2004. The Act overhauls the sexual offences framework and it includes provisions to give children the greatest possible protection against sexual abuse and exploitation.
Although many of the Department of Health's Children and Families functions have transferred to the Department for Education and Skills (DfES), these circulars will continue to be issued in the Local Authority Circular (LAC) series for the foreseeable future.
