This circular covers: a) the terms and conditions for the Teenage Pregnancy Local Implementation, PSHE and Sure Start Plus Grant ('Teenage Pregnancy Local Implementation Grant') and each local authority's allocation. The grant includes allocations to thirty-five local authorities within the twenty Sure Start Plus pilot programmes, and allocations to all authorities to fund teachers on a Continuing Professional Development (CPD) Personal, Social and Health Education (PSHE) certification programme; and b) the payment and expenditure certification arrangements.
Although many of the Department of Health's Children and Families functions have transferred to the Department for Education and Skills (DfES), these circulars will continue to be issued in the Local Authority Circular (LAC) series for the foreseeable future.
